🚫 The Clarity Act Failed, 49-50

The Senate fell short of the 60 votes needed to advance the Clarity Act on September 15, cloture failing 49-50. Every voting Democrat said no, joined by four Republicans (Collins, Hawley, Moran, Tillis), mostly over ethics language covering officials' crypto holdings.

The bill isn't formally dead, but the calendar isn't on its side. With midterms closing in, this was likely Clarity's best shot in 2026.

🏛️ Actually, A Lot of Nothing Happened With the Strategic Bitcoin Reserve

While Clarity was flaming out in the Senate, the House Financial Services Committee marked up H.R. 8957, the American Reserve Modernization Act, and passed it 28-21. First time a Strategic Bitcoin Reserve bill has cleared a federal committee, turning Trump's March 2025 executive order into an actual attempt at law: 20-year hold on federal Bitcoin, no sales, Treasury custody.

Still needs a full House vote, then the Senate. Polymarket puts 2026 odds at 6%. Something happened this week. Whether it goes anywhere is a different question.

🇮🇷 Treasury: Iran Moved Bitcoin to the IRGC

OFAC sanctioned BitBank, an Iranian exchange Treasury says financier Babak Zanjani used to move hundreds of millions in Bitcoin to the Revolutionary Guard between June and July. Also designated: BitBank's developer and three Zanjani associates. Zanjani was sentenced to death in Iran in 2016 for embezzlement, commuted in 2024, and re-emerged as a regime-linked financier by 2025.

One detail worth sitting with: the sanctioned Hormuz Safe Marine Services Authority used BitBank to process a bitcoin-settled "toll" on ships crossing the Strait of Hormuz, a scheme Iran reportedly targeted for over $10 billion.

💪 Bitcoin Shrugs Off a Brutal Week

The Fed hiked for the first time since 2023. The Bank of Japan hiked to a 31-year high. The Clarity Act died in the Senate. Bitcoin went up anyway, gaining roughly 8% over three days back toward $80,000.

None of those headlines were bullish on paper. That Bitcoin absorbed all three in the same week and kept climbing says more about where demand is coming from than any single catalyst does.
